Abstract:
This work examines the complementary roles of the International Organization for Standardization (ISO) and the Consultative Committee for Space Data Systems (CCSDS) in supporting Space Traffic Coordination and Management (STCM) through internationally harmonized standards. It emphasizes the need for consistent terminology, data exchange formats, and operational best practices to address growing congestion, collision risk, and sustainability challenges in Earth orbit. The presentation reviews key CCSDS navigation and safety message standards—including Orbit Data Messages, Conjunction Data Messages, Tracking Data Messages, and Re-entry Data Messages—and discusses their ongoing revisions to better support modern operational needs. It also outlines the structure and scope of ISO Technical Committee 20, particularly Subcommittees 13 and 14, which develop space data sharing standards and operational norms such as debris mitigation and collision avoidance. The work highlights the role of registries like SANA in harmonizing terminology, keyword values, and reference frames across standards bodies. Finally, it argues that interoperable ISO and CCSDS standards are foundational to effective STCM, enabling secure data sharing, improved conjunction assessment, and coordinated international space operations in the New Space era.
