Abstract:
This multi-presenter session from the 2020 AIAA ASCEND Conference provided an integrated view of global Space Traffic Coordination and Management (STCM) challenges and collaborative approaches. The session combined insights from policy, operations, and technical experts representing government, academia, and industry. Ruth Stilwell introduced a roadmap for international standards addressing mitigation, remediation, and prevention within the space traffic ecosystem. Pascal Wauthier highlighted the Space Data Association’s ongoing work in promoting operator data sharing through the Space Data Center (SDC) to enhance Space Situational Awareness (SSA) and flight safety. Dan Oltrogge demonstrated a data fusion experiment illustrating the correlation between multi-source observation accuracy and improved conjunction assessment, while Moriba Jah emphasized the importance of transparency, predictability, and multi-source modeling for decision intelligence. The presentations concluded with an analysis of current global space governance structures led by the AIAA STM Task Group 3, identifying gaps in standards, verification, and debris mitigation practices. Collectively, the session underscored the urgent need for harmonized data exchange, transparent governance, and collaborative development of global STM frameworks.
