Abstract:
In this paper, both the “essential” and “desirable” aspects of a viable SSA and STM system are discussed. A detailed list of STM system evaluation criteria is provided. Notional weights are then assigned to each evaluation criteria in order to generate an overall “score” for various STM service offerings. This set of evaluation criteria is then scored for several sample SSA & STM systems and candidate missions as shown below. Both a weighted and an unweighted 3-D bar scoring chart are shown for each alternative, and then an overall scoring diagram is provided for three notional systems.
