Abstract:

Space Situational Awareness (SSA) and Space Domain Awareness (SDA) are fairly easy to claim to do, but challenging to do accurately and effectively. In the early days of space surveillance, the goal of tracking was simply to be sufficiently accurate to maintain custody (i.e., find the space object later), which can be challenging in its own right. Yet our ever-increasing reliance on SSA and SDA from the safety, sustainability, and security perspectives places much more stringent accuracy, effectiveness, completeness, timeliness, and transparency requirements on SSA and SDA than we’ve ever had before. We find ourselves in a situation where “best available effort” simply isn’t good enough. We need to consider a more top-down, requirements-based approach that helps ensure that SSA and SDA products and services are sufficient to meet the demands being placed on them. In this presentation, we will explore these requirements and ways that they can be met.
